Industry Best Practices Guide, 2026 Edition

Executive Summary
The purpose of this document is to outline the consensus of Florida swimming pool and spa industry
builders on a generally applicable draw schedule for construction of concrete, in ground, residential
swimming pools and spas. This guide intends to help contractors develop practical and
sustainable draw schedules for their projects and to help Florida homeowners understand the
pool building process and phases of construction better.

Important Guidance
This guide does not establish a binding requirement for FSPA members or any swimming pool
and spa contractor in the State of Florida. Every pool construction project is different; not all phases
of construction or draw schedules will match this guidance perfectly. The information provided does not
apply to fiberglass or liner type pools.

Phase of Construction Draw Amount (% of Total)
Deposit / Contract:  5% – 10%
Layout / Dig / Steel:  15% – 25%
Concrete / Pool Shell:  15% – 25%
Plumbing / Tile:  10% – 15%
Deck:  15% – 25%
Equipment / Electric / Safety:  10% – 15%
Plaster / Interior / Fill:  5%

All draw percentages must total 100%. Lien releases should be provided to the homeowner at each draw
phase. Under F.S. 489.126(2), deposits over 10% require permit application within 30 days and work
commencement within 90 days of permit issuance, unless otherwise specified in the contract
